Ant build files as described in DITA For Print (thank you, btw) don't work with 3.x versions of the OT as 3.x deprecated the use of the ant command in favor of the dita command. You'll probably find

Unfortunately it’s pretty much abandonware. I think it would still work, but it’s not hosted anywhere anymore. You know, a hobby project and lack to time.

For Oxygen WebHelp output the DITA <searchtitle> element is not yet used for anything in particular when generating the HTML output.
We have an internal issue to use it

It's just because we use RelaxNG DITA grammars here. The approach should work equally well if you are using DTD grammars.

The dita transformation format (dita -f dita) might get you pretty close. It produces normalized DITA. There might be some attributes/elements that you might need to clean up.
