Hi Chris,

I have a DITA-OT plugin here that allows you to put the immediate child topics of the current topic into a list:

chrispy-snps / DITA-mini-toc-element

It does not include deeper descendant topics, and it does not include peer topics. You could perhaps change the code to do those things, though.
