Best way to post-process HTML in the out directory?

I'm trying to post-process HTML files in the output directory, but the template does not seem to execute. I've made sure that the XSL file is run after all the output is already in the output directory.

My code is:

<xsl:template match="/">
<xsl:for-each select="collection('${output.dir}?select=*.html')">
<xsl:value-of select="//title"/>
</xsl:for-each>
</xsl:template>

Any direction or code samples on how to get this to work would be super!
